Gorbachev's policies of Glastnost and Perestroika(literally meaning "publicity" and "restructuring") signaled a period of openness and general liberalization in the USSR. The relaxing of authoritarian policies by the Soviet Government encouraged Soviet Republics first to attain greater autonomy, then split from the Soviet Union altogether. Glasnost and Perestroika also had the effect of greatly improving relations with the US and NATO, which greatly diminished the threat of accidental war. In the end, Glasnost and Perestroika not only contributed to the breakup of the USSR, but the end of the Cold War.

Gorbachev's Perestroika failed, and it is believed that it started the initial dissolution of the Soviet Union. The Baltic Republics rose up and organized because of Glastnost to overthrow the Union.
