The Shogun wanted to stay closed off from western civilizations. The shogun was supposed to be "barbarian subdueing generalissimo" but seeing as he couldn'd do anything to defend against Comodore Perry and his great ships and guns the samurai of the time and merchant class was enraged. There was an overthrow of the shogun and a revolution of Japan called the Meiji Restoration. The classes were abolished including the samurai. Japan was on the way to westernization. Law changed to encourage it as well

When westerners first appeared the Japanese were very against any kind of interaction. Once trade began they then wanted to westernize but while still keeping their own cultural roots.
