If you want to make a mood ring, you should buy a heat sensitive stone. Buy a ring base that configures to your desired ring size.(An adjustable ring base can be used)

Glue the stone to the base and allow it to dry.

You probably can't. The liquid crystal that makes mood rings work is usually between the "shape" (I presume you mean the "stone", though it's normally made of plastic) and the metal base, and once they come apart, it's likely that it won't work any more.

Jewelers can only repair rings made of real precious metal if stone were intact. If you haven't had it long perhaps seller would replace defective item. They are pretty cheap and still readily available which would probably be less than repair cost anyway.
