Its different depending on the browser your using but here are some:
Internet Explorer: File menu -> New Tab; Ctrl+T
Mozilla Firefox: File menu -> New Tab; Ctrl+T
Google Chrome: Menu (Wrench Picture, Top right corner) -> New Tab; Ctrl+T
Open a new tab in a Safari browser window? Tabs can be configured from the Tab tab in the Safari preferences. You can Press the Command (cmd) and T keys. If you have a tab open you can right click on blank space on the tab bar and select New tab or click the + symbol at the end of the tab bar.

If you want to open a folder in a new window (not a tab in windows explorer) then you right click on the folder and click "Open in new window"
No need to use Java Script or separate browsers. On tabs in one browser click to open new tab and and type in the website. In one browser you can open as many tbs and view as many website at the same time as you like.
This answer relates to the newest version of Firefox. In the upper left-hand corner of the browser (Firefox window), is an orange button saying 'Firefox'. On the drop-down menu which appears, you can select new tab (it is located directly below the orange Firefox button once it is clicked on).
