The above answer would be incorrect. That was a filler episode, and filler episodes should not be considered evidence of love interestes. Shuuhei has no confirmed love interest, as most of the characters do not. But you are allowed to dream.

Actually he does have a crush on her in both the Anime and the Manga according to interviews with Kubo Tite, the creator of Bleach, and in databooks published in Japan last year. His crush is also mentioned several times in the Manga Omake. No where in the Manga does it explicitly state that he had a crush on her but if you look at the other data which has been released then you can definitely tell he is head over heals in love with her. In one data book it is released that Shuuhei loves music and is learning to play the gutair in hopes of starting a band to impress her. Yeah well I think he does cause if you read the manga (Bleach volume 23 or 24) at the end they have a snowball throwing contest or something and shuuhei thinks about rangiku and how someone will throw the snowball at her and he saves her or something. Well I know if my explanation was right or wrong you'll have to read volume 23 or 24 (sorry I forgot which one it was).
