The fish are born with an instinct to stay upstream and when they enter fast running water they swim out of it, usually downwards. Only the top of the water is traveling really fast, the lower the water the less quickly it is flowing. Some fish do fall over... but curiosity kills.

well there should be a little birth helper at your pet shop that allows the babes to fall in a crack and the mother fish cant eat the babe fish in the tank. Tip: make sure you crunch up the food before you give it to the babe fish, and dont let any babe fish get out of the little tank/birth helper. : - )
