Being on welfare by itself does not qualify or disqualify anyone from getting a stimulus check.
If the welfare recipient met the other qualifications for getting a stimulus check (earned income, taxes paid, social security or veterans disability payments), then the welfare recipient would have been eligible to get a check. It is possible that someone worked for a few months in 2007, lost their job, and then went on welfare.
This money should only go to working class people and you lazy asses that get welfare and SSI shouldn't get a penny..
