They could but it would serve no purpose. What they need is life-force, which only comes from living things. Any blood in a vampire has already lost this all important essence. I know of no instance of a vampire even attempting to do this.

No, to be a vampire all you have to do is steal life-force. The classical vampire does this while stealing blood but there are several types of vampires that by-pass that particular step and steal life-force by other means. See questions on types of vampires for list of such.

it really all depends on the vampire your thinking about, there are many diffrent kinds of vampire's there are some that do drink blood but there are also others for example the physic vampire only survives on the energy that people give off.
