There are two explanations. First, it is far less expensive to buy uniforms than to buy full clothing for all the kids' weekly activities: most children tend to play anywhere and get really dirty in the process, quickly wearing and tearing their cloths. The other reason is about how much easier is to identify those kids on their way in or out of the school, to prevent any kidnappings.

In Spain its the same as here some do some don't although most of the school don't have school uniforms. The requirement to wear uniforms is much more common in Spanish private schools than in public schools.
