As a matter of fact, they can. Monkeys and other primates haven't spoken out loud yet, scientists believe their vocal chords are not capable of that, but some monkeys including gorillas and chimpanzees can speak sign language. They were taught to understand American sign and English. They were taught to sign American sign language. Maybe in the future, they can. I hope so. Wouldn't that be awesome?! To talk to a gorilla?!

Both chimpanzees and gorillas have been taught American Sign Language. They are quite intelligent creatures. They are usually taught Sign Language at a young age and in a labatory setting. They are limited in their ability, because they are animals and not people, but they can learn the language. There have been several experiments on that matter with all kinds of apes and the chimps were not only able to communicate via sign language but also to use a special computer device.
You can teach monkeys and other primates, especially chimpanzees to use signs as communication, but it is not sign language because they invent easier signs for use with chimps and because they can not use the signs the same way we use an actual language.
ANSWER
Many animals can be trained to perform specific actions in response to signals, and some can use signals to communicate needs. But using signals or signs is a low-level skill, while using sign language is a highly intellectual skill that requires conceptualization that is beyond the abilities of animals.
In fact, in programs that train interpreters for the deaf, we often find highly motivated people who have powerful intellects and who, having grown up with normal hearing, have mastered at least one language, sometimes more than one, but who cannot learn sign language at more than an elementary level.
Some scientific publications assert that chimps can be taught sign language and that dolphins use a conceptual "whistle" language, but my reading of the studies -- for whatever that is worth -- is that the evidence is sparse and inconclusive and that there is virtually no scientific support for the hypothesis that animals use or can be taught to use abstract language, whether with signs or noises.
There is actually a Chimpanzee that was Raised Just like a human child and taught REAL sign language , he could communicate perfectly with humans and traveled all around the world. He never knew if he was a real human or chimp sadly.
Monkeys can't talk.
They can, however produce sounds that are relevent to specific contexts. You might say they have simple words that mean things like "I'm scared" "There's a snake" "Don't hurt me!" and "Where are you?"
Language is more complicated than this--you can rearrange it so that you form new phrases and can explain complex and novel ideas. A monkey's vocabulary is too limited in both context and flexibility to do this.
Hi: Of course; there are numerous stories of primates learning signed communication. Think about it. Even dogs, cats, and birds respond to sign language; they just can't sign back.
ABSOLUTELY I HAVE PROOF !!!
