Although lizard, which are related to snakes, do have four legs; snakes, even though they have no legs at all, are able to move in a wide variety ways. It could even be debatable that they could actually have more mobility and be able to do additional things a four legged animal, such as the lizard, couldn't.

No, many dinosaurs walked on two legs and many others walked on fours but were capable of standing or running on two legs. Strictly two legged dinosaurs include theropods (meat eating) dinosaurs such as T-rex, Allosaurus, Spinosaurus, and Velociraptor, as well as relatively small plant eaters and omnivores such as Ornithomimus and Pachycephalosaurus. Most dinosaurs that walked on fours but stood and ran on two legs were hadrosaurs or iguanodonts, such as Edmontosaurus, Parasaurolophus, Corythosaurus, and Iguanodon.

Not necessarily. Snakes and some lizards lack limbs.
