However, in fairness to the skeptics from both political parties who may be reading this, since rendition was a top-secret program, whether it was totally ended or whether it has been used on other occasions since 2009 is difficult to say. And under the Patriot Act, which congress has renewed each time it came up, presidents may take unusual or extraordinary measures if they feel the situation demands it. But we do know for a fact that President Obama has never legalized rendition.
