If your rabbit is dirty, you should treat the cause, not just the symptom (the dirtiness). Rabbits are naturally clean animals: if your rabbit is dirty, something is wrong! Unless you're absolutely sure your dirty rabbit is healthy (like, if it just jumped into some mud before you could stop it), you should bring the rabbit to the vet.
If you need to clean your rabbit, the safest way is a "dry bath." This method uses a dry powder -- unscented baby cornstarch powder (NOT baby powder; talc is dangerous for rabbits) -- to rub all over the messy area, and hopefully the mess will slide right off. Then you use a soft brush to brush away the extra leftover powder.
Do not use medicated powders, even ones made for pets. Do not use baby powder or anything with talc in it. Do not let the rabbit eat any of the powder: make sure it's all brushed off at the end. Unscented baby cornstarch powder is available at most drugstores and it's less expensive than commercial pet powders -- it's also usually much safer. Rabbits have sensitive skin and many products that say they're safe for pets are dangerous for rabbits.

I don't know if my answer is right, but if baby powder causes cancer, they would of taken it off the shelves ages ago. From my personal point of view, baby powder does not cause cancer. There is little or no research saying baby powder causes cancer. If it does, then the chances would be near astronomical because baby powder is very commonly used, with, as far as I know, no cases of cancer. (It is more likely that cases of cancer in patients who have used baby powder is pure coincidence.)
