A figure 8 simply keeps the horses mouth closed around the bit so it cannot evade the bit. Sometimes its used simply to keep a horses tongue in its mouth when the horse likes to stick it out. (Not kidding, there are horses that prefer to keep their tongue stuck out.) A flash noseband performs the same function but some people think a figure 8 is more comfortable for the horse.
You can certainly use a martingale with a figure 8. If you use a standing martingale be sure to attach it to the part of the nose band that does not go below the bit. It must attach to the upper noseband.

Horses wear what is appropriate to their discipline. Dressage horses typically wear black tack, which would consist of a saddle and fittings, a saddle pad (typically white) and a double bridle with weymouth and bradoon bits. A Jumper would wear a close contact or jumping saddle and fittings, a saddle pad, possibly a breast girth, a bridle and a bit. They may also wear a martingale and protective boots. Eventers wear both Dressage and Jumper tack plus a eventing saddle, wraps or boots and typically wear the same bridle that they use for jumping.
A bridle mount is a hook, rack or similar device that you hang bridles on when the horse is not wearing them. A horse should never be tied up in a bridle because if it panics and pulls, it can damage its mouth. It should also never be left in a bridle unnattended. Most of the time, it should wear a halter and the bridle should be hanging up. You can also hang other leather strappings, lead ropes and halters on a bridle mount.
