Actually yes. In Texas it is still legal (but if the law sees you they can stop you and arrest the suspect) to hang someone if they are caught in the act of stealing / hurting livestock. If you only act on suspicion then you'll be arrested but no one really steal livestock anymore and people are WAY more sensitive about killing anything now a days so it's rare for it to happen. So to put this in a modern sense; Charlie the world's smallest horse was stolen recently. If they were in Texas and the owner saw them doing it (and should probably document it for a moment as evidence) they have every right to go get some stools and rope.
