Yes, a DUI will not stop you from enlistment, however you must not currently be on probation or owe any money to the courts (all fines must be paid off). Also you will require a "Moral Waiver" so you will need to test and physical first prior to the waiver being sent up. For the waiver you will need to get three reference letters, 1. from the last school you attended, 2. Last or current place of employment, 3. a civic leader or someone who's reputation will support you, also you will need to write in your own words a statement on what happened that night/day of the DUI, what you learned from that incident, why you think you would be an asset to the Army and why the Army should allow you to enlist. As long as you do not have a questionable background or have any other major law violations you should be fine for enlistment.

Not even every US citizen living outside the US has to join the US army. Certainly people from other American countries do not have to.
