Definitely you can if you use wobbufet um actually you freak face you dont have to use a wobbobuffet i caught him with an ultra ball this is how you do it okay first time you see him lower him to half health and then he will flee the second time you see him take out your ultra ball and throw he will already be at half health trust me it works easily i did it cause guess wat i used my master ball on a wailord yup a wailord so yes i am an idiot but i got the latias so im kool.

That's how I caught mine. So I guess it's an Ok way, but if you have a master ball, that's a lot better. ANSWER 2-if it had full hp 3% catch rate heres what you do-bring its accuracy down to as low as it can go,put to sleep then bring to low hp the chances go up more

Yes, you can catch Latias in an Ultra Ball in Pokemon Sapphire. Even though people say it's impossible, it is not. No Pokemon is impossible to catch, in an Ultra Ball. It just takes longer, and is harder. I brought out my Golbat who learned Mean Look as a Zubat, which prevents a foe's escape, and Latias did not escape. Note: When you find Latias, she will be Level 40, so if you want a Golbat with Mean Look, lower than Level 40, catch a Zubat, and once it's about to evolve press B, to prevent it to evolve, because Golbat can't learn Mean Look until Level 42, and you want Golbat in battle the first time, because Latias is cowardly and will run on the first turn, unless you use Mean Look. Zubat learns Mean Look at about Level 37. Also, if you withdraw Zubat/Golbat, the Mean Look will wear off, and she has the ability to flee again.

Ok, so, now you are all set, buy many Ultra Balls, about 30 of them, and only about 20 Max Repels. In Sapphire Version, you know by Slateport City, where that Bike Path is? Well, go there, and there is an entrance in and out of the Bike Path, and there is a small patch of grass near it. Note: I would bring a Wobbuffet, or Wynaut, because their ability, Shadow Tag, prevents escape, and after you weaken Latias after finding her, bring out Wobbuffet, and hopefully it will work and Latias won't run, and throw many Ultra Balls at her. I once brought out my Wobbuffet, but Latias still ran, so be careful and make wise choices. I weakened her with Golbat first, but used Mean Look first, and thenstarted lowering her health.

Once you have found her, and she is in your Pokedex (#380), she moves every time you go in and out of Routes, when you Fly, when you enter a new city, or enter a building. But, by the Bike Path, don't Fly or run to where you see her in your Pokedex; she will run the opposite direction, and most likely, when you go to where she is, she will go back to where you were before. When you enter the Bike Path entrance, don't look at the Pokedex, because it won't matter. Once you go through the Bike Path entrance outside to where the grass is, she will move again, then check your Pokedex, and keep doing this procedure and checking your Pokedex until the red flashing light on the Area button is in the area you are in. Once this happens, save your data first, then go into the grass, with your Max Repel on, because if you make her faint, she will be gone; there's no 2nd chance.

After many attempts, Latias will attack once but then flee; this is your chance to use Mean Look, and weaken her health. It took me about 2 days of 2 hours playing on Sapphire to catch Latias in an Ultra Ball. I finally have her, and now I am going to catch Latios and Groundon in Ultra Balls as well; I am not going to keep starting the game over, about halfway through, to get a Master Ball, for just once Pokemon. Only Ultra Balls. These are Pokemon I have caught in other Pokemon games, and traded over to Fire Red (my main game), which are legendaries. Please don't ask how to get any of them:

Articuno, Level 80 started at Level 50, found in Fire Red, SEAFOAM ISLANDS, Caught in Ultra Ball.

Zapdos, Level 59 started at Level 50, found in Fire Red, POWER PLANT, Caught in Ultra Ball.

Moltres, Level 50 started at Level 50, traded from Leaf Green, MT. EMBER 1 ISLAND, Caught in Ultra Ball.

Suicune, Level 50 started at Level 50, traded from Leaf Green, Near Viridian Forest Entrance, Caught in Master Ball.

Mewtwo, Level 77 started at Level 70, traded from Leaf Green, CERULEAN CAVE, Caught in Ultra Ball.

Rayquaza, Level 74 started at Level 70, traded from Sapphire Version, SKY PILLAR, Caught in Ultra Ball, (after many attempts).

Kyogre, Level 55 started at Level 50, traded from Sapphire Version, FORBIDDEN CAVE (I think(?) sorry), Caught in Master Ball.

Regirock, Level 40 started at Level 40, traded from Sapphire Version, I don't know what it is called, but they are some type of ruins, Caught in Ultra Ball (only one), after weakening down to red health.

Regice, Level 40 started at Level 40, traded from Sapphire Version, same as Regirock, Caught in Ultra ball (only two), after weakening down to red health.

Registeel, Level 40 started at Level 40, traded from Sapphire Version, same as Regirock and Regice, Caught in Ultra Ball (after many failed attempts; about 24 Ultra Balls), after weakening down to red health.

Latias, Caught in Ultra Ball (after seeing her, but then she ran away; about 30 (?) Ultra Balls), No exact place, but I caught and found her in Route 110 in Sapphire.

So, those are all of the Legendary and Rare Pokemon I traded from different Pokemon games, to Fire Red. Only 2 Pokemon caught in Ultra Balls; Suicune and Kyogre. I am now going to catch Entei, Raikou, Groundon, and Latios. If you need help finding all of these, you can look for help on Google, or YouTube. Hope this helped, more than it needed to! Yep, you just need status changers, (Poke's that know Toxic, hypnosis, Will-o-Wisp) Tanks, and maybe a dragon or electric type. Also lots of Ultra Balls.
