yes, that is the preferred water. get some zoo meds repti-safe to clean the water for them, and a zoo med's dr. turtle to prevent spread of disease, and it's perfect.
you'll also of course need a submersible heater (keep it around 85 degrees F) and a water filter, both being capable of handling whatever size tank you have.

Tap water can be used for your pet turtle but there are a few things you need to know first. Tap water has chlorine in it which is used to keep it clean for human consumption. This chlorine can be an irritant and can kill fish if placed directly into an aquarium. To alleviate any problems, take the tap water and pour it into a dish, pot or bowl and let it sit for about 24 hours (1 day) and then add it to your pets container. This allows the chlorine to evaporate and is good for your pet's health and comfort as well.
There does not seem to be a consensus among turtle owners. Half the people you ask would tell you no: tap water is not okay. Only bottled water (like Poland Spring) or filtered water (like Brita) should be used. The other half will tell you that using tap water is fine, no problem.
Personally, I like to be on the safe side, so I use only Brita-filtered water for my turtle's tank.
