Yes. There are two types of accounts, a regular Paypal account and a student account. In the User Agreement Paypal states that you must be at least 18 years of age to hold a regular Paypal account (i.e. personal, premier, business accounts). However, they do not really monitor this specifically by age, only by actions taken on the account. Therefore, like a Facebook account someone could lie about their age and no one is checking unless a certain pattern is discovered which is against the User Agreement. Possibly 4 years back Paypal introduced something called student accounts. This was specifically made for minors. The parent must have an account in order to create a student account. In order for the account to be funded the parent account must give money to the student account. The parent account can view all activity that takes place on the student account. There are added security features on the student account that makes it hard for the student to conduct business without the parent knowing.
Yes a minor can have an account, you have to have a parent sign you up for a student account which they can restrict access to by changeing the password whenever they want.
