Generally the mayor of any city where there are city council members cannot layoff or fire said members because the people of the city are the people whom actually vote in the council members and unless the member is charged and convicted of various criminal acts then no one can remove them from their office, unless the is a petition for a special election and there have been enough signatures collected to be certified by the Secretary of State to hold said special election. But in short the mayor does not have the power to remove a council member on their own motion.

DC does have a mayor- Vincent Gray, and a council, but the federal government has supreme control over the city.
