Most everybody in the world, EXCEPT Cuban-born-non-Cuban citizens, and EVERYBODY under United States jurisdiction, can travel to and from Cuba freely. If you are a Cuban-born non-Cuban citizen, you will need to apply for a visa at a Cuban Embassy. For all other North American and EEC citizens, traveling to Cuba as short-term visitors, you need a passport and the tourist cards that is issued with your plane ticket to Cuba. Cuba welcomes non-Cuban born U.S. tourists with no red tape. However, there are restrictions. Please refer to the attached link for restrictions and other information.

About going to Cuba in a boat From the perspective of the Cuban government, anybody to go to Cuba on a boat except Cubans who presently live outside of Cuba. These Cubans can go to Cuba, but only by plane. If you are an American citizen, there is no problem with the Cuban authorities for you to take your boat there. In fact there are many private US yachts in Cuban marinas all the time. However, there is a problem with US authorities, who might give you a hefty fine if you are a US citizen.
