True xenon headlights are legal in all 50 states. True xenon lights are sometimes confused with "blue headlights". Many fake or pseudo xenon lights are marketed to unsuspecting buyers. These lights are in fact illegal to put on a public roadway. They are legal to put on your vehicle as long as you don't put the vehicle on the highway. As of 2008 the only factory legal xenon lights come on BMW, Mercedes, and some other high end European sedans. The aftermarket xenon conversion kits being sold are not true xenon lights and are not legal. An easy way to tell if the lights are illegal is if they give off a very noticeable blue color when viewed looking toward the vehicle from outside of it. : : In US aftermarket conversion is illegal. Some countries have the law only for OEM (factory fitted) Xenon lights like UK. Other countries have no such law and you can do what ever you want. : As example by the law in UK Xenon lights can be fitted if headlights are with self leveling and washer system installed.
