For the Mustang the springs are constant rate and are rated at 450lb/in for front springs and 250lbs/in for rear springs. These might be on light side or a aggressively driven V8 Mustang but would do very well on a 4cyl or V6 car.
If the car is being built with handling in mind specific rate springs are a better choice than variable rate springs for events requiring good precise handling such as Autocross.
Since the springs are advertised with a 2in drop caster camber plates are a must. A 4cyl or 6cyl car will not drop 2in as they do not usually have as much weight over the front axles.

They are both coil springs, a lowering spring is shorter and usually has a thicker coil stock or more coils. Also with lowering spring you are set to one high as with coilover you can change your height whenever you want. also with lowering spring you have to buy new struts where the coilover usually come pre assembled with the struts.

If you are refering to just the springs, then yes, lowering springs from a 1995 mustang will fit a 1999 or vice versa. However, full coilovers meant for one year will not fit another.
