Because he loved painting different aspects of the circus life, as this was what was deemed closely related to art in those times (and even today). In this particular painting he is trying to show the attitude between two different characters in the circus. You can tell this by the fact that the boy seems to be leaning towards the man and the man seems to be leaning away, trying to avoid contact or communication. From the title you can tell that the boy is the Harlequin, and in those days, Harlequins had a much higher status in the circus.
