Honor guard for the fallen is a very old tradition present in many cultures. The purpose is to show that the living remember those who have died and respect them. Guards are typically assigned to people of importance, and so guarding a place of burial demonstrates how important the deceased is. The Honor Guard consists of soldiers because the Unknown is also a soldier, and because guard duty has traditionally been done by the military.
The Tomb of The Unknown Soldier came to be after WWI when great numbers of men were killed and it was not always possible to identify and properly bury them all. One such soldier was chosen and laid to rest in the Tomb. He could be anyone, and therefore he is everyone. This also means the Honor Guard is for all who gave their lives in the service.
