No. Basic white bread, for example, is a wheat bread, but it is not made with whole wheat flour. Whole wheat flour is made with the entire wheat kernel, which is why it is darker in color and contains more fiber than other types of wheat flours.

The answer depends on what is meant by seeds. All wheat bread, both white and whole wheat, is made with the seeds of the wheat plant which are ground into flour. White bread is made with flour ground from seeds that have had the outer husk (bran) and germ removed. Whole wheat bread includes the bran and germ in the flour. Other types of bread have different sorts of whole or cracked seeds added to the dough, but these breads would be identified as such. Examples include Cracked Whole Wheat bread, Poppy Seed bread, Rye bread with Caraway Seeds, or Whole Wheat Sunflower Seed bread.

White bread is made from wheat flour that has been processed to remove the bran and germ - thereby making it white. Whole wheat bread has been made with whole wheat flour - four that has been processed from the intact grain. Whole wheat bread will naturally contain more fiber.

Learn to read the label. At one time "100% whole wheat bread" meant you were eating whole wheat and nothing much else. After whole wheat bread became very desirable, the new labels on average bread read "made with 100% whole wheat bread". The new meaning was that the baker put a tiny bit of whole wheat bread into the formula. So read the label. Really, read the ingredients. My rule for bread is only one line of ingredients (when I am strict, only three ingredients: water, flour, yeast).

In the United States, there is not necessarily a difference between White and Wheat bread. The difference might only be in what the manufacturer decided to put on the label. There is a definition for white bread in the Code of Federal Regulations. There is no definition for wheat bread. Wheat bread is also made from wheat flour which could included bleached flour and and it does not mean whole wheat. In the U.S., 'natural' has nothing to do with it.
