It doesn't matter anymore I figured it out. There is 2 buttons by the on/off button, well my sister pressed one of them so the touchpad didn't' work, all i had to do is press it again, problem solved. Although I did try Fn + F7 and it didn't work. Thanks hope this helps :)

Function keysTry the easiest fixes first. Try pressing each of your function keys, F1-F12, trying the touchpad in between each function (F7 is the default for many). Depending on what kind of keyboard you have, you may need to hold down the function key (fn) in the bottom left of the keyboard as you try the function keys across the top, i.e., hold down fn and F7 at the same time, then try the pad.
External mouseIf you have a USB mouse sitting around, try to plug that in, and restart the computer. If the mouse works, then go to your settings, and see if you can turn on your touchpad. If the touchpad still does not work, at least you have a temporary fix. If you are savvy enough, you may also manually disable/enable the touchpad in BIOS (that script that appears as you boot up). You may tinker with that as you go back and forth between touchpad and external mouse as you try to get something to work.
Have you done anything different lately, such as installed a new hard drive? Sometimes things like this can scramble the settings. Grounding issuesNot that simple�go ahead and plug in the A/C adapter to the wall. Restart the computer and move your finger in circles on the pad as your system reboots. Unplug the A/C adapter, so you are using the battery. Does it work? Try plugging it in again. Does the touchpad fail again? This happens sometimes. Try placing at least three fingers of your other hand anywhere on the computer. Does it work again? If so, it is because the computer is not properly grounded, probably on the inside.
If none of these things work, then you are in for a trip to the computer repair shop or a visit from the geek squad. However, before you spend your bucks, make sure you give the simple free fixes a shot.

I recently tried to install the Elementary Luna OS using Unetbootin. Instead of installing to a USB or CD to boot from, I installed the OS to the hard drive. It seemed to install fine, the BIOS showed the option to boot from either Windows 7 or the UNetbootin. Selecting the latter, would boot up the Elementary Luna OS, but immediately, the touchpad on the PC mentioned in the subject line, was disabled. Prior to doing any of this, the F keys and a few of the keys in the top left corner of the keyboard, were disabled too. So, any accidental presses of FN and the enable/disable the touchpad key, were essentially impossible. Even going back into Windows 7, and enabling/disabling the touchpad, updating/installing the/new drivers, and installing Windows updates still left the touchpad disabled. I deleted/uninstalled everything to do with the Linux OS and only have Windows installed. It should be noted that booting in Safe Mode, the touchpad works fine and the cursor moves as normal.
Would the installation of the Linux OS have disabled the touchpad? Is there any way of reverting the touchpad back to usable state?

To turn off the touchpad, you can goto the Control Panel and double click the Mouse properties icon.
Click the Device Select tab and check "Disable Device". The cursor will no longer move via the touchpad.
