Geography Dictionary:

terminal costs

Transport costs incurred by the handling of goods at each end of a route, or at break-of-bulk points. If these costs are a major element in the price of transport, then line-haul costs are of minor importance. In such cases, distance is not an important part of transport costs. See tapering.
