The hop step award is an award given by the company/publisher shueisha for manga. As far as I know it's for ammateurs (basically people giving in one shots (a 50 page manga chapter that isn't exactly likely to become a series)) but there's a good chance you could be serialized if you won it.
Masashi Kishimoto specifically, won it for a one shot called "Karakuri" which you can read if you search hard enough on the internet.
Many manga artists in shonen jump, etc have won it and that is why they're serialized e.g. the manga-ka who created "Yu Yu Hakusho" and "Hunter x Hunter" (who's name has escaped my mind)

That would depend entirely on whether or not a potential reader likes gag manga or not, but objectively it is a well-regarded series. It ran for a total of four years and 18 volumes; it is unusual for gag series, especially those in a mainstream publication like Weekly Shounen Jump, to maintain the popularity necessary to sustain it for that long. Additionally, it has multiple anime adaptions, one of which is over 200 episodes, and a large number of animated films, another indication of its enduring popularity. It also recieved the reasonably prestigious Shogakukan Manga Award in 1981, indicating both popularity and quality. And finally, although not exactly an objective indicator of quality, I liked it and thought it was pretty good -- and I don't normally like gag series.

Tezuka Award submissions can come from outside of Japan, but must be in Japanese; former Weekly Shonen Jump head editor Sasaki Hisashi has explained this on his Twitter account, also noting that he would consider it very difficult for a creator outside of Japan to work with a Japanese manga publication due to the tight schedule.
