Rowland Hill didn't introduce a person to Britain. He introduced a flat-rate postal service in 1840. This was called the penny post, and this may be the source of the confusion with a person. There was another famous Rowland Hill, a general who fought at Waterloo and succeeded Wellington as chief of the army, but he was 68 in 1840 and retired from public life.
