Twas King VS Parliament.
King of Prussia wanted to reform Prussian army and make it larger (because population had increased from approx 11 million to 18 million). King suggested that instead of having 1/3 of the population serving in the army for 10+ years the King wanted to have every eligible male to join the army for only 3yrs, and 2 yrs in reserve. King asked Albecht von Roon how that sounded and there was an uproar from upper middle class men who didn't like that idea for obvious reasons. (rich folk were pretty much excempt from the army). Parliament rejected King's idea but he continued to push the reform. Parliament said to make a reform that everyone can agree with so the King gave them the exact same reformation idea. Parliament was pissed and vetoed it, King dissolved Parliament and to the King's dismay a new, more hostile parliament was elected consisting of Natinal liberals and progressive liberals. Uh Oh.
