Peter Mandelson was made a Life Peer (Member of the House of Lords) by Gordon Brown in 2008 as part of his cabinet reshuffle. Manselson was appointed as Business Secretary, and was created Baron Mandelson on the 13th October 2008.
Technically, the Monarch (Queen Elizabeth II) made Lord Mandelson a Life Peer on the advise of the Prime Minister.

the answer above me said 5.9 which is way off, peter is about 5,5 to 5,6 inches tall he shorter than Ant and Dec who are about 5,7 to 5,9 inches tall.
If you don't know, don't answer. I recently met him and he is actually 5.9 - 5.10. I am 5.11 and he was only an inch or two shorter. He may have been 5.7 when he was 13!

John Prescott was made Deputy Prime Minister in 1997 and 1st Secretary of State in 2001 and resigned in line with Tony Blair leaving. He was not replaced as Deputy Prime Minister although Peter Mandelson was made 1st Secretary of State in 2009.
