Stages Heuristic is a theory regarding policy process (it may also be found as "Stages Approach"). According to this theory the policy is divided and analysed in several stages. The most common ones are: problem formation, selection of policy, implementation, evaluation. Important theorists of the Stages Heuristic are Lasswell, Anderson, Brewer and deLeon.
