The foam pads used for laminates are often moisture barrier's. By not allowing the moisture from the concrete anywhere to go, it will trap it with the wood parquet. Wet wood swells and will cause the laminate to fail. For this reason, laminate should not be laid on top of parquet which is on a concrete subfloor.

You could but would you want to? There are some things to consider in this situation. First, the condition of the parquet. Are there loose spots? Will adding hardwood over it present height issues in doorways or adjoining flooring (i.e. tile, carpet, vinyl,etc). Will the baseboard now look to low?
But by removing the parquet your given an opportunity to address the above conditions as well as things like: (1) tightening loose subfloor boards with screws or nailing and (2) replacing damaged subfloor wood if any.
Most likely the parquet is installed on an underlayment. If the parquet is glued to it you also remove the underlayment or you'll have to address the glue that is still stuck to it.
Removing the parquet will entail more work but believe me you'll end up with a better job and a tighter nicer installation.
Now..........if this parquet is somehow glue to concret that's another matter. Also I'd ask the company your considering buying your flooring from the same question you've posted here. Hope this helps.

No for many reasons. First, wood, especially parquet style are not suitable subflooring. Slate requires an extremely strong substraight. If you are not on a concrete slab, you must create one with either a 1/2" cement board or a mudbed from metal lathe, sand, and portland cement. Even on concrete with parquet on the top would not work. The moisture that naturally comes through the cement would force the wood up in time as the water has no place to escape to.
Also, the thinsets used on slate tiles would cause the wood to swell. These are mixed with water and can damage a wood subfloor.

I was recently quoted 50 cents to $1 per square foot to remove parquet. So based on that, I'd guess $250-$500. It seems more expensive to remove than other wood floors because it's tile-like and requires more effort. Hope that helps!

Most likely from moisture. If you are mopping the floor, steam cleaning it, or using any kind of water (even a little) it can swell the joints.
