No, the term URL means Uniform Resource Locator in this context, and NetCraft estimates that as of march 2011, there are around 300,000,000 (300 million) hostnames in existence.

For some things, yes.
While most of their back-end servers are running Windows, NetCraft shows some servers (such as download.microsoft.com) as running Linux. This is most likely due to their use of Akamai for content delivery, which has caching Linux servers in front of all sites.
Microsoft also has a farm of 10,000+ Linux servers that host the Skype infrastructure.

Several different methods can be used for identifying the platform a server runs on. For example, if the site is running IIS or using Active Server Pages, it is a safe bet that they are running Windows. Other information can be gathered from the HTTP response headers, which may include build information (which would indicate on Apache whether it was compiled for Windows or Linux.
Another method would be to scan the server with a tool like nmap, which can identify TCP/IP fingerprints. However, a large number of requests to the server may cause it to suddenly cut off access and lave you with insufficient information.
You can also use an online tool like Netcraft, that has already performed these tests and can give you the result.

The answer to this question is ever changing as the amount of Internet pages has started to grow exponentially. In April 2000 there were roughly 15,600,000 websites over all domains. This figure rose to over ten times that amount by January 2008. This figure is increasingly expanding and therefore cannot be measured by a simple number.
Bare in mind that although there were over 156,000,000 counted in January 2008 this does not give a figure of what the total number of web pages are.
According to the Netcraft Web Server Survey, there were around 266,848,493 websites on the Internet by the end of 2010. There were roughly 346,005,000 websites by the end of 2011.
It would probably be safe to say that as of September 2012 there are probably 400,000,000 websites that are in existance give or take.
A mind bogling number.

There really isn't a guaranteed way to check on websites as they are not ruled over by any organization.
There are a couple of options for software that supposedly tells you whether a site is reliable or not (listed below), but these aren't perfect, so read the reviews and make your own decision on whether you want to download them or not. The site I have links to are at CNET, and that is a known reliable site people go to when they want to download software because they check the software for any spyware before putting it out for people to use.
None of these solutions are perfect, but getting one is probably better than nothing. If you already have McAffee as your virus software, odds are you already have the Site Advisor working.
Best bet is to just evaluate the web site and decide if it looks professional or not. For me, if a site looks like they put a lot of money into developing the site, odds are it's not a scam. Most scammers don't want to work that hard.
