Not many self-defense weapons are guaranteed not to be lethal. It depends on several factors as to whether a self-defense weapon might be lethal, for example, the age and the health of the perpetrator. You might blind an attacker with hair spray long enough for you to make a safe get away, but you could use the same hair spray on another attacker and he could have an asthmatic attack as a result and die. People have been known to have asphyxiated on pepper spray, and people have had myocardial infarction after having been tazered. It also depends on what the weapon is, whether improvised or not, and how and with what force is it used.
