Algiers, time unspecified: Elvira, wife of Mustafà, is no longer loved by her husband. The Italian Lindoro, captured by Mustafà's men, is ordered to marry Elvira. Zulma says she should accept this, as women do. Mustafà orders Haly to find him an Italian woman. Among the prisoners of a nearby shipwreck is Isabella and her old suitor Taddeo. Isabella has come to seek Lindoro. Mustafà finds her beautiful. Lindoro and Isabella meet and plan their escape together. Lindoro encourages Mustafà to believe that Isabella loves him, but is waiting for him to join the order of Pappataci - he must eat, drink, and remain silent. As he dines, the Italians leave on a waiting ship. Mustafà begs Elvira's forgiveness.
