Yes. According to United States, European Union, Israel, and numerous impartial organizations, Hamas is a terrorist organization. There are others who critique that Hamas is more complex than just a terrorist organization.
What makes it less clear is that Hamas has social and political wings. These wings promote the same ideology of the organization but its members do not necessarily commit the violent actions that the militant wing does. However, those members condone and provide support to the militants.

There was one major vote in Palestinian history, in 2006, when Hamas defeated Fatah in national elections. Due to both a desire to retain power and knowledge of Israel's stance on Hamas, Fatah violently opposed the ascendancy of Hamas. This resulted in the Palestinian Civil War of 2007 and the Gaza Strip under Hamas control and the West Bank under Fatah control. The Gaza Strip is governed by Hamas as an authoritarian state and no further elections have taken place there. In the West Bank, Fatah has repeatedly, illegally delayed elections because they believe (correctly) that an election would result in Hamas being victorious in the West Bank and Fatah would rather hold onto power.
