If you perform low-level format, then it's almost certain there is no way to achieve file recovery. Only if what you do is quick-format or complete-format, it is possible for you to do file recovery. But note- it's not 100% sure.
From the view of tech concept. Formatting or deleting won't make the files in your storage media erased permanently. These data are just not accessible at the short moment.
