Buckingham Palace was finished just prior to Queen Victoria's rein. Due to this fact, it was built mostly by hand using methods of the time. There would have been approximately 300 men working on it in total. A handful would be skilled labourer's, such as masons, clockwork masons, rederers, stone workers, and stained glass makers.
