Yes, that's correct. Clouds act as a blanket, reflecting and trapping heat back towards the Earth's surface. This phenomenon prevents heat from escaping into the atmosphere, leading to warmer temperatures at night.

Did you use a granular "shock" like HTH? Need to know about your water make up and chemistry history. Length of filtration time run.
Without a knowledge of your pool all I can do is generalize. Add more 12% liq. chlorine and adjust the pH to 7.6, extend the filter run time by at least 6 more hrs.

along with the above answer, if your pool isn't clearing up after shocking the correct amount, your filter is full. backwash it and continue filtering.

Water is active in infrared. So water will capture IR from the ground, and scatter about half of it back to the ground. So it allows for much slower cooling than without the water vapor present. It also does a good job of storing heat, so that also plays a part. As clouds form rain, the energy that it took to make it into vapor needs to find a home, usually making for hot rain. Where the atmosphere is saturated with water vapor (like over the ocean, near the tropics), rain is frequently hot, or at least hotter than ambeint temperature. Only where the dewpoint temperature is significantly lower does cold rain fall. So if precipitation (either rain or snow) is falling, some of this heat also gets radiated to the ground.
