C. Northcote Parkinson, who was responsible for Parkinson's Law, was a professor of history who specialized in naval history. He was considered one of the leading naval historians in Great Britain and wrote several books focusing on the navy, including Edward Pellew, Viscount Exmouth (1934), Trade in the Eastern Seas, 1793 - 1813 (1937), The Trade Winds (1948), The Rise of the Port of Liverpool (1952), A Short History of Malaya (1954), and Heroes of Malaya (1956) (with his wife, Elizabeth Parkinson).

Parkinson combined his love for the navy with his cynicism about bureaucracy into a series of novels about Richard Delancey. The novels are set on the sea, with the bright and efficient Delancey solving mysteries that are made more complicated by the disorderliness of the Royal Navy.
