The US Congress has generally had a culture of desiring unity and bipartisanship, but there is no requirement to pursue this attitude and cordiality and no person duly elected with the purpose of trying to facilitate this kind of relationship between the various Congresspeople.
Conversely, the US Congress does have members called "the Whips" whose job it is to preserve party unity in the face of adversarial policies (from other parties). The Whips in the US are relatively tame in comparison to Whips in other countries, like the United Kingdom, and can really only employ minor sanctions against Congresspeople who abandon their party and "vote with the opposition", part of trying to maintain unity in deeply partisan Congress. In the UK, a Whip can more properly sanction a bipartisan party member up to and including expulsion from the Party.

It has happened at certain times in the past, but these days, it is very rare. First, to be fair, it's part of politics for one party to denounce the policies of the other party, and this has gone on for several hundred years, with both parties pointing the finger and blaming the other side. That said, there have been times in Washington when there was bipartisanship, or when the leaders of one party tried to work with the leaders of the other. (Ronald Reagan, a staunch Republican, really was good friends with Democratic House Speaker Tip O'Neill.) But sad to say, this has not been the case for the past several decades. As moderates have been driven out of the Republican party, the party has moved farther to the right and has become more ideological (its supporters would say the Republican Party has finally become more faithful to conservative doctrines, which as they see it, is a good thing).
When any party, and in this case you are asking about Republicans, becomes dominated by its most conservative or most ideological members, no compromise is permitted and no support for opposing ideas is given. We saw some of this during the New Deal, when Republicans united to try to stymie President Roosevelt's agenda. But most political scientists have noted that today's Republicans are almost totally unwilling to compromise with Democrats, even on policies the party previously supported. This has made life very difficult for the Republican party's few remaining moderates, who want to compromise on certain things but are being told they should not.

As a member of Congress from 1977-1995, I would periodically read the words of Daniel Webster, inscribed directly above the Speaker's chair, which reminded us that we were there to do something "worthy to be remembered." In our amazing democracy, those words remind elected officials that the prime purpose of their jobs is to do the public business in a way and manner that all of us would be proud of, especially the American people. Even in disagreement in a vibrant democracy, the goal is always to engage the issues in a way that our descendants would be proud, and gets the job done for the people.
But the challenges of the current era sometimes make Webster's admonition difficult to achieve. The pressures on elected officials are enormous, the role of the media is materially different than even 20 years ago, the constant race for campaign funds makes spending time on substantive issues a real chore, the issues themselves are much more complicated, and in the process the public has become more and more disenchanted with the competence of their elected officials, and in some cases with our democracy itself.
