You can only get to it after Altair fails the third and final assassination in Jerusalem. If you exit Jerusalem and go into the Kingdom and check the map, you'll see that the way to Arsuf has opened up. It's Southeast of Acre.

Robert de Sable, Altair's final assassination target, is in Arsuf. The location is only unlocked for the final assassination sequence although I think it shows up on the map throughout the game anyways.

The Battle of Arsuf was a battle that occured roughly halfway between Acre and Jerusalem, near the coast of the Mediterranean during the Third Crusade. The Crusaders, along with the Knights Templar and the Knights Hospitaller and lead by RIchard the Lionheart, faced the Muslims under Saladin. The Battle was a triumph for the Crusading forces. Numbers on each side were roughly equal (20,000) although casualties weren't: approximately 700 Crusaders dead for approximately 7,000 Muslims dead, including 32 of their Emirs.

Saladin was defeated by Richard I (Richard the Lionheart) at the Battle of Arsuf, however Richard failed to take Jerusalem. The two men came to an agreement in the Treaty_of_Ramlain 1192, whereby Jerusalem would remain in Muslim hands but would be open to Christian Pilgrimage.

The Treaty of Ramla in 1192 after the battle of Arsuf. King Richard I "the Lionheart" and Gen.Saladin signed the Treaty of Ramla which allowed for the pilgrimage of unarmed christian travelers and merchants to the city of Jerusalem after it was captured by Islamic forces led by Gen.Saladin. The treaty also reduced the Latin Kingdom to a small strip of coastal land between the cities of Tyre and Jaffa.

the europeans used knights mounted on horseback laden with mail, lances, swords, shields and helmets. this made them the medieval equivalent of a tank. they relied on an organised formation and a charge that would crush enemy formations. the templar knights were the masters of this discipline, whilst many french knights, looking for glory on the battlefield, hot-headedly broke out of lines in a very disorganised manner. European crusader armies would be far more willing to fight in one big battle and crush the opposition with powerful charges. they were slow, but destructive.
the seljuks employed a more loose formation whereby they would use faster, more agile horses ridden by men with considerably less armour than their crusader counterparts. this enabled them to make hit and run attacks, launching arrows from afar and basically harassing them for days and days, hoping that eventually one of their arrows would pierce the crusader armour well enough to kill them. saladin had his horsemen do this for days whilst Richard was marching along the coast. Richard countered this with a solid defensive marching formation. they also liked to poison water supplies, to reduce the numbers of knights through disease, starvation and thirst. their way of fighting was far more guerrilla-like, as is to be expected given that they know the land far better.
Richard's victory at arsuf shows how the two fighting styles clashed. as said before, saladin's troops harassed the crusaders all along the coast between acre and jaffa, undoubtedly picking off some crusaders. however, Richard stayed close to the sea and his supply ships, so he would not be so susceptible to death by lack of water or food as many crusader armies had before him. then when it came to the crunch at arsuf, a main battle, Richard's better experienced kniights won the day. you have to remember that whilst many of saladins men were good archers, they were also farmers, shepherds etc. the European knights, on the other hand, fight for a living back home, so are much better warriors, especially when 1 on 1. they also had better armour, so when it came to these head on clashes, they were a force to be reckoned with.

The Third Crusade, led by Richard the Lionheart of England, Philip II of France, and Leopold of Austria, recovered the coastline of modern Syria, Israel, and Lebanon that had been lost to Salah-al din in the previous years. In fact, Saladin had been so successful that only the metropoli of Tyre, Antioch, and Triploli remained in Christian hands. When Pope Innocent III called the Third Crusade, the first man to respond was the Emperor Frederick I. Frederick crossed into Asia Minor and captured the city of Iconium before tragically drowing in a river. He was succeeded on the crusade by Leopold of Austria. Richard and Philip arrived next at the coastal city of Acre, whose Muslim inhabitants were under siege by former King Guy de Lusigan of Jerusalem. With the soldiers of Richard, Philip, and Leopold, the crusaders retook the city. Leopold and Philip both left at that point, put off by Richard's predominant role in the endevour. Richard and Saladin began their legandary march down the coast, with Richard hugging the shoreline keeping time with his fleet. Saladin and his emires tailed them, attempting to catch Richard in battle and therefore destroy the Christians once and for all. They did finally meet at the forest of Arsuf, where Richard used his heavy cavalry to annhiliate Saladin's ranks and scatter his army. Next Richard loaded up his forces onto his navy and proceeded to Jaffa, a port city to the south. There Richard again beseiged Saladin and again defeated him taking the city. At that point it was agreed that neither king could continue to fight, and it was agreed that the Christians would be given control of the entire coastline from Tyre to Gaza, while Saladin and the Muslims retained the rest of the Holy Land, including Jerusalem.
