The actual quote by Jefferson is "When the people fear their government, there is tyranny; when the government fears the people, there is liberty."
A variation of this was written by Alan Moore in the V for Vendetta comic book series in the late 1980s (which was made into a movie in 2005). The quote in this was: "People should not fear their government. Government should fear their people."
The government has only as much power as the people who put them there give them. Without the people, the government is nothing. Governments of the world have used fear to coerce their people {the true power of the country} to get what they, the government, want. In some aspects - it should be the other way around as the people can easily rise against their government and overthrow them if given the right leadership and conditions.
It's how democracy should work.
Because of this, it is exactly as it is - people should not fear the government, the government should fear it's people.
John Locke believed that people could be trusted to govern. He believed that people had the right to life, liberty, and property. He said that people should have a word in who should be governing them !

The representatives said that the elected officials ruled in the people's name. (the Federalists also agreed with that)
The government shouldn't have a lot of power over people- the government didn't make people. ONly God should be able to collect taxes or impose laws, as He has done. The government should also not over regulate the economy, because people can only earn what the market should bear. the government is best which governs least, as Thoreau said. The government should not climb in your windows or snatch your people up and should especially not try to you-know them. The government shouldn't have as much power as the law, in the case of the US the Constitution. The government shouldn't let bad things happen to people, except to people who do bad things to other people. The government should also not bs answers to internet questions.
