The normal Chinese people do not eat babies, as it is illegal. The fetus soup story in China was a hoax, and was part of an exhibit to protest cannibalism.
About 2 years ago there was a group of 10 men who had kidnapped 30 baby's, two days after the kidnapping a officer looked in a bin and found the remains, in the bin there was bones, heads, arms, legs, and sex piece. The men where never found but baby eating is now stopping gradually.
Also please note that even if baby eating did occur in China, it does not happen on a large scale, and would happen only as often as people rip out other people's faces and eat them in the USA (i.e. bath salt case).
No Chinese people do not eat babies. This is not a true statement at all. The population of China was increasing dramatically, so Government has announced that no more then one baby is allowed per family. This decision is taken to control the rapid Birth Rate in China.
